In August 2004, the National Development and Reform Commission and
the General Administration of Quality Supervision, Inspection and
Quarantine jointly formulated and issued the "Energy Efficiency
Labeling Management Measures" (hereinafter referred to as the
"Measures"), which marked the implementation of the energy
efficiency labeling system in my country.
China Energy Efficiency Label An energy efficiency label is an
information label attached to a product or its minimum packaging.
It is used to indicate the energy efficiency level and other
performance indicators of energy-using products. It provides
necessary information to guide users and consumers in their
purchasing decisions. Users and consumers choose efficient and
energy-saving products. The establishment and implementation of an
energy efficiency labeling system is of great significance for
improving the energy efficiency of energy-consuming equipment,
raising consumers' awareness of energy conservation, accelerating
the construction of an energy-saving society, and alleviating the
energy constraints faced by building a moderately prosperous
society in an all-round way.
The "Measures" stipulate that the National Development and Reform
Commission, the General Administration of Quality Supervision,
Inspection and Quarantine and the National Certification and
Accreditation Administration are responsible for the establishment
and implementation of the energy efficiency labeling system. All
products listed in the "Catalogue" should be marked with a unified
energy efficiency label on an obvious part of the product or the
product's minimum package, and stated in the product manual. Energy
efficiency labeling adopts the implementation model of
self-declaration and filing by producers or importers, and
strengthening supervision and management by relevant government
departments.
my country's energy efficiency labeling system came into effect on
March 1, 2005
In accordance with the provisions of the "Measures", the National
Development and Reform Commission, the General Administration of
Quality Supervision, Inspection and Quarantine, and the National
Certification and Accreditation Administration formulated and
issued the "Catalogue of Products Implementing Energy Efficiency
Labeling in the People's Republic of China (First Batch)", "Basic
Style of China's Energy Efficiency Labeling" ", "Implementation
Rules for Energy Efficiency Labeling of Household Refrigerators"
and "Implementation Rules for Energy Efficiency Labeling of Room
Air Conditioners" (No. 71, 2004). Starting from March 1, 2005, the
two products of refrigerators and air conditioners will be the
first to Started implementing energy efficiency labeling system.
The energy efficiency label has a blue and white background, with
the words "CHINA ENERGY LABEL" marked on the top. It has adhesive
on the back and is required to be pasted on the front panel of the
product. The structure of the logo can be divided into background
information column, energy efficiency level display column and
product-related indicator display column. As an information label,
the energy efficiency label intuitively indicates the energy
efficiency level, energy consumption indicators and other important
performance indicators of energy-using products. The energy
efficiency level is the most important indicator to judge whether a
product is energy-saving. The energy efficiency level of a product
The lower the value, the higher the energy efficiency, the better
the energy saving effect, and the more electricity is saved. At
present, my country's energy efficiency label divides energy
efficiency into five levels: 1, 2, 3, 4, and 5. Level 1 means that
the product has reached the international advanced level and is the
most energy-saving, that is, it consumes the lowest energy; level 2
means relatively energy-saving; level 3 It means that the energy
efficiency of the product is the average level of the Chinese
market; Level 4 means that the energy efficiency of the product is
lower than the market average; Level 5 is the market access
indicator, and products lower than the requirements of this level
are not allowed to be produced and sold. In order to popularize
awareness of energy conservation and efficiency among various
consumer groups, the energy efficiency level display column uses
three forms of expression to intuitively express energy efficiency
level information: one is the text part "low energy consumption,
medium energy consumption, high energy consumption"; the other is
the number The third part is "1, 2, 3, 4, 5"; the third is a graded
indicator color code arranged according to the emotion represented
by the color, in which red represents prohibition, orange
represents warning, and green represents environmental protection
and energy saving.
Therefore, energy efficiency labels can enable consumers to compare
the energy-saving effects of different products, thereby enabling
consumers to purchase products that are more energy-efficient and
cost-effective.
